Pets and Animals / Two super-cute kittens up for adoption

I've finally gotten all the ferals lurking behind my building fixed, and now just have just two more kittens that need a home. I would prefer they go together. They're six months old, both negative for FELV and FIV, and as of this Friday, they'll also be fixed. Phew! You can see them here: https://www.instagram.com/p/BLEeYnUhAy_/

I'm pretty sure that a man living in the building behind mine is beating his small child. He screams at the kid, the kid screams and cries hysterically, and I can hear things being slammed around. This can go on for 30 minutes at a clip. Because it's a courtyard situation, sound bounces and I'm not at all certain which apartment he's in. I feel terrible having not phoned 911 yet, but I really can't tell where it's coming from. And what if he's not hitting the kid, only slamming stuff around the apartment? But it really sounds like he's clobbering the kid. Because it's a huge courtyard, I know other people hear this as well. On Sunday it was going on at 8:00 in the morning. I'm inclined to err on the side of caution next time it happens and just call. Anyone have any experience with this?

Pets and Animals / Building policy on feral cats?

Does anyone have any experience in getting a building onboard with TNR'ing the feral cats that live in back of their building? I think my neighbors might go easier on them if they weren't spraying everywhere and obviously it would mean the end of kitten season. These poor little guys are freezing this winter and yes, I've been feeding them (along with other neighbors), but I know this isn't very popular. Having cats around keeps rats away and also new packs of cats. Any hints from fellow animal lovers?
