Where NOTHING HAPPENED on 84th Street, north of 35th Avenue

I just gotta know...what is the deal with this plaque on 84th Street?

Adorned with stars, it reads:

ON THIS SITE IN 1897
NOTHING HAPPENED

According to the interwebs, it seems to be a running gag around the country - a parody of actual historic markers, but I can't find any information on its origin.

Olde tymey joke?

Enlighten me, please, if I've missed the punchline.

The plaque is in the sidewalk on the west side of 84th Street, north of 35th Avenue, in Jackson Heights.

I love this plaque, though I have to say I always thought it was a joke without any particular history/meaning to it. It's still pretty cool.
