Picnic Tables Below Toddler's Playground in Travers

Does anyone know what the etiquette is on using the picnic tables in that enclosed section below the toddler's playground in Travers Park? It's the area right behind the bathrooms. I've noticed children's birthday parties there and am thinking about doing the same. Is there a signup for the date? Is it a first come first serve?

I'd assume any/all of the tables in Travers are first come, first served. But, I've wondered this, too, as I've seen many children's parties at the tables near the school/tennis courts. I only recently discovered the tables below the infant area/behind the restrooms. That area is kind of gross though...smells like vomit and urine.

Took another look today. Looks a lot nicer than when I saw it 2-3 weeks ago. They installed some play area things.
