stopping pigeons

They're out of control on our little terrace. Does anyone have tips to keep them away? (besides letting the cats out, which I worry could end in bloodshed). I tried bird spikes on the railing and it seemed to do absolutely nothing. I've seen owl decoys and reflective tape. Do those work? Any tips would be appreciated!

Screen in your terrace.  Then you can let the cats out andkeep the birds out too.

The fake owls do not work.  I used to have a photo of one with a pigeon sitting on it.

I just passed a building where someone had made a DIY crisscrossed string netting on their terrace and added an owl. I wonder if that is working for them.
