Buddy and I were on patrol today.  We thought we had spotted a poop perp and were just about to pounce on the guy when we saw that he pulled out a napkin from his pocket! :2funny:

Who sees more of the non-picker-uppers than those of us who do pick up? 

I could provide those who ticket with descriptions of the human (and dog) perps who are responsible for much of the poop on the streets (and the lawns) in the mid-80's blocks.

Is there a number we could call to report the inconsiderate dog owners so that the real pooper police will patrol the area at the correct times and fine them?

The New York City Department of Sanitation is in charge of enforcing the Pooper Scoop law.  According to the following information from the New York City Department of Health and Mental Hygiene, 311 is the number to call with complaints.

Veterinary Public Health Services Animal Law Enforcement/Nuisance Complaint

"New York City has many laws that apply to the keeping of animals, some of which carry fines of up to $2,000 per violation. Some of the regulations pertaining to animals are the Dog License Law, the Dog Leash Law, the Canine Waste Law (Pooper Scoop"), the Rabies Vaccination Law and the Animal Nuisance Law. VPHS works with the Police, the Parks Department, the Sanitation Department and other agencies to enforce these regulations. DOH will take complaints concerning the presence of animals or will refer you to the appropriate agency. To make a complaint call DOHMH Central Complaints at 311. For additional information regarding the animal laws or applicable permits call VPHS at 311."

My block I feel is really bad with the dog poop.  i'm on 78th st between roosevelt and 37th ave.

Seriously I've never seen any neighborhood with such a major dog poop problem as Jackson Heights and that's really sad.

I've also confronted lazy poopers and would you believe it?  Their whole family poured out of the building and treated me like I was the a-hole!

argh.... 

I think it's ridiculous though that sanitation has to be the one to enforce the law and not the police. 

Anyways I'd love to join someone on some rounds to look for lazy poopers and I'd recommend that we both bring a camera to catch them in the act and post the pictures up on this board!  Better yet... how about some video?

Isn't it really too bad some silly little internet forum owner has some pompous privacy rules that prevent an entire Community of disgusted residents from posting pictures of people breaking the laws?

This ain't Astorians.  I don't think anyone here YET is interested in "sticking it to the man".  That's soooo 1960s.  Let it go, for god's sake.  You can go to astorialogues and have all the tantrums you want.  There's nothing pompous about rules.  There's is something a little bit pompous about people who hate to follow them.  You must have driven your poor mother CRAZY.

I love that idea.  There are websites where people post photos of people for littering etc. so why not poop.perps?  The advertisers for bags on board, pooper scoopers would jump on board, I'm sure! LOL

Uncivil Servants, which tracks in close detail the abuse of parking permits by public employees, could be a perfect model for poop-perps!  Maybe they'd even lend their code.
