There was a news story a few days ago about how the NYC Sanitation Department will start coming down hard on dog owners that don't abide by the City's pooper scooper laws.  People walking unleashed dogs may also take their hits, and rightfully so.

Re:  garbage cans on the Avenues -- there was a time a few years back when 35th and 34th Avenues did have garbage cans present on a few corners. Unfortunately, some cans that were not chained to lamp posts were stolen overnight.  Others were filled to the brim creating an eyesore and encouraging the presence of vermin.

Are you sure it's from dogs?   I've witnessed many humans alleviating themselves at every nook and cranny within a building.  During the days and at night.

True, Birch.  I've seen peeps peeing myself.

What I'd like to know is what difference does it make that the fines have gone up if no one is enforcing them to begin with?  I'd rather see the City make money enforcing the "poop scoop" laws over parking tickets any day.  Probably more money in the City coffers if they had parking police also ticketing inconsiderate dog owners.

I've spoken to the police in reference to people littering on the street and their reply is that it's the sanitation department that tickets people who litter.  So the police walking around are not responsible for those kind of tickets which I'm sure the dog poop falls under that category.

If you read the article toddg linked to, you will see it's the sanitation department that's in charge of enforcing this law.

"Dressed in plain clothes and driving white hybrid Toyotas, Mr. Otibu and the 14 other agents in the Sanitation Department’s Canine Task Force fan out across the five boroughs each day to enforce the city’s “pooper scooper” law, which went into effect 30 years ago and became the model for other large cities."

But it would be a great idea to have the parking enforcement agents take over some responsibility for this.  They're walking around on the streets anyway.  It seems silly to rely entirely on people to cruise around in unmarked cars following people who are walking their dogs.

Exactly Todd.  I read the article and there aren't enough sanitation patrollers and they can't force people to show ID and basically it's a "lost" in the words of the sanitation employee being interviewed.

The City could make a lot of revenue when you consider $200 for off leash and $250 for not picking up after your dog.  Even parking tickets aren't that high in most places.

Talk about "lost" as in cha ching!

Here's another proposal, offered half in jest (please don't throw tomatoes!):  if you can't produce ID so that the officer can write you a ticket, the officer can arrest/confiscate your dog.  That'll teach ya both a lesson!  ;D

I have a better proposal, how about if the officer forces a clean-up by the owner regardless of no bag, paper, etc.!  Bare hands baby! :P

In defense of my proposal, it doesn't have to be too unpleasant for the dog.  Spot could be spent to a fun, high-end doggie spa/day care facility in Manhattan or the Hamptons, and the owner forced to pay the bill to get Spot out of hock.

Perhaps I'm onto something here...  Cars with noisy alarms could be towed to garages that pull out the alarms, install state-of-the-art emissions controls, and perhaps add some nice detailing as well.  Again, you gotta pay up if you want your car back!

NYPD is empowered to do that now if you cannot produce a current NYC License tag for the dog. I have only heard about it being done once, and that was as a result of a court ordered premises search and a dog that bit one of the detectives.

I think I like Chuckster's suggestion:  pick it up with your bare hand.  HA.  That'll teach 'em to walk the dog without a bag or something.

todd, as for your suggestion: screw Spot.  I want to be sent to a fun, high end spa for the day as punishment for something! :2funny:
