tree surround garbage dump

I notice that  pretty tree surrounds were installed on 74th Street.  On my way home yesterday, I noticed several were used as garbage dumps...just filled to capacity with garbage.  I took a picture but couldn't figure out how to reduce the size of the file in order to post it here (the visual says it all).  In either case, pretty disgusting.

 It's my understanding that these tree surrounds were put in with 74th st. local merchants group and the Councilman
Dromm working together. That makes it puzzling that they have become garbage dumps as you think there would be
some buy in after their joint funding of the tree surrounds. Maintenance is an ongoing issue with street tree pits in many
places though.
